Title

New York State DMV is the responsible body.

Require Manufacturer's Certificate of Origin and any bills of sale for significant parts i.e. engine, transmission, etc..

Must be inspected and if no VIN then NY State VIN will be issued.

Registration

Must go through safety inspection.

Emissions

For homebuilt or kit vehicles, engine must have the emissions control equipment that came as standard on year of motor.  Some areas in and around NY City will require a tailpipe test and emissions must meet 1979 standards.
