Title & Registration

Titling and registration of vehicles is administered by the Alaska Department of Transportation and Public Facilities

Documents required:

Prior to registration you will require a completed Form 811 – Certificate of Inspection.

If you do not want to go through the emissions testing program, you will also need a seasonal waiver or a declaration that the vehicle will be used mainly outside the areas where testing is required.

Emissions

General

In general kit cars fall within the scope of Alaska's Department of Environmental Conservation and Regulation 18 AAC 52 and are required to comply with Regulation 18 AAA 52.

Kit cars using a donor chassis may be registered as the year of the chassis. Kit cars not using a donor chassis are use the year in which they are first registered.

All vehicles registered in Anchorage and the Fairbanks North Star Borough, or used to commute regularly in to one of these areas fall with the Regulation's testing regime.

Kit Cars

The owner or lessee of a kit car or custom-manufactured vehicle that was first registered after December 31, 1997, shall use an engine and evaporative emissions control system from a vehicle of the same class that is certified to meet federal emissions
standards, including cold temperature carbon monoxide standards, applicable to 1996 model year vehicles. The owner or lessee shall ensure that the exhaust emissions controls originally intended to be used with the engine, including the computer and feedback control system, are installed and that the vehicle uses the same catalyst used with the engine in a certified vehicle or an aftermarket catalyst approved by the implementing agency.

Testing

New vehicles are exempt from testing for 4 years from the date of first registration.

After this intial period, testing is required every 2 years.

All vehicles titled and registered as being model year 1997 and later are required to meet OBD II requirements.

Seasonal Waiver

Custom and kit vehicles can obtain seasonal waivers if they are not driven between November 1 and March 31 and are driven less than 2500 miles per year. This waiver must obtained each inspection cycle (currently every 2 years).

Other Potential Waivers

A repair cost waiver applies if the cost of repair, including parts and labour, exceeds $450. Not sure how this would work practically.

A waiver may be obtained if parts are proven as not available.

Proof is obtained that a defect is not correctable.
